OLYMPIA - A proposal to allow transferability of the Discover Pass was approved unanimously today by the state Senate.

SB 5977, sponsored by Sen. Kevin Ranker, D-Orcas Island, would allow the pass to be transferable between two vehicles.

“We’ve said from the beginning that this was a work in progress,” said Ranker. “After hearing from citizens statewide, it's clear that a non-transferable pass places too large a burden upon already strained family budgets.”

A November survey conducted by Washington State University under the direction of state Parks, Fish and Wildlife and Natural Resources agencies showed the lack of transferability was discouraging people from purchasing passes and undermining revenues. Ranker said the new rule is expected to increase the desirability and sales of the pass.

If signed into law, the legislation would take effect immediately. The change would be retroactive, allowing current pass holders a second vehicle as well.

The bill now heads to the House of Representatives for consideration.
